What is the position of AUTHORIZED PERSON at QA dept in pharmacetical industry.Necessary to be the HEAD of QA?

There are two approaches: Some believes it is not necessary to be the Head of QA and it could be the HEAD of BATCH RELEASE in QA dept., But some other assume it as the head of QA dept. imagining more authorization.
