It is a crime for someone to claim that they are a professional engineer while offering you a service when they are not. Similar to claiming you are a doctor when you aren't.
Not knowing physics like you do is no bar to being a structural engineer. You need to check with the State licensing authority to find out if he has a license and has been keeping out with course requirements (if any). However, you may run into resistance unless your request is based on work that he has done for you.
