How do I get static electricty at my power so I can shock people?

I can seem to shock anyone so help.

put on socks andrub ur feet on a rug hard & fast 4 like 30 sec i did it

drag your feet over carpets. but thats dangerous! dont do that near a gas station or you'll blow everyone up
