The mech seal will work best but is VERY expinsive to replace. Your flushing water must be CLEAN. Filtered water will work but then you must mantaine the filter. Packing will last a while and is less expinsive to replace though it will repuire replacement more often.

Sea water contains sand which is abrasive and therefore normal asbestos grease impregnated gland packing may not last for a long time. Mechanical seal with flushing arrangement would be the best option.
