how do i compare the variation in tensile properties (tensile strength, stress at break point and corresponding elongation)

Answer:
You compare them simply, all have been measured and you have one bad result.

Either this was a different material to the other samples, or the bar had been contaminated when casting but more likely it already had a stress fracture or nick and failed at much lower stress.
