Answer:
"Better" is a relative term... The 1.8 Liter has more power (85 vs 66). the variable Geometry turbo will give you better power at lower RPMS.. however these are both small engines, and I would think they are not in sports cars. I am assuming these are in compacts (VW golf like).. anyway.. the 1.8 is better because it has more power and more torque.. however it probably costs more and uses more fuel...

What do you mean by "best"? There are a multitude of variables you might be referring to as a standard of assessment, but you haven't set the parameters. Do you mean to refer to the components of exhaust and the efficient scrubbing thereof? To mileage? To engine durability or mean time between failure of engine components? Performance specs such as acceleration? To the operating costs or purchase price? I've touched on a few, but missed many, I'm sure, though the intent is only to ask for more information from you in order to hazard a more helpful response.
The 4 valve head will breath better - meaning it will fill & exhaust more quickly with the same amount of cam lift and duration. Since the smaller engine has more valves, it may be able to have a less "aggressive" cam - less lift & duration. If so, this will mean less heat in the oil, less wear and, consequently, longer life and durability.
Maybe - since I don't know what brand names you're talking about it isn't possible to test this theory by looking at their failure records.
