Anyone can vote an the responses to a post. He probably went back and voted for himself. It's an easy ten points, after all. *shrugs*
You can get best answers even by voting for your own answer, as long as people don't vote against you. That's why I usually tend to hand pick the best answers myself when I ask a question.
I had that happen 2 me. I let the quest. go 2 vote - n the answer that was best answer was : ? a quest mark like that. So I try not 2 let my quest. go 2 vote which is a shame b/c sometimes u cant just pick 1 answer as the best.
As others have answered before me, there is no voting panel as you believe.
Actually your question had only one answer and that answer had only one vote, most likely the answerer's vote.
