In NE Pennsylvania - wnat would be the appropriate number of fire hydrants?

Per number of blocks or households. In a large community of say 10,000 homes with a volunteer fire company who normally "pools in water - what is the safest / standard percentage?

Answer:
1 or 2 hydrants per "average" block of medium-density single family housing. (Take this with a grain of salt.)

3-4 hydrants per block for townhouses.
