In the recycle programme,the blue dustbin is use for what?

What can be put in a blue collection bin will vary. At home we put all mixed recyclables in but at my office ours is paper only. Almost all bins will say on the lid what can and cannot be put inside.
If the bin is strictly indoors, next to a garbage can, the standard is that it for mixed paper only. This is frequently seen in public spaces.
It is for glass and plastic, I think.

It depends on the county. In Tracy, CA... the GREEN bin is for regular waste. Weird, huh? Typically though, the blue one is for glass and/or plastics. It should say on the bin itself but to double check you can call your community waste management program... or just check in your neighbor's bin when they set it out for pick up! =)
It is for glass and plastics. However, in some areas[in Georgia for instance] use it for cans and other metals.
Depends entirely where you live. In England East Riding of Yorkshire the Blue Bin is for paper, plastic and tins. We have to take our own glass to the bottle bank. Food Waste and Garden waste is not collected. Nor is cardboard.
All non-biodegradable recyclables. Ask your waste service for a list or check their website for what they recycle and what they do not.
Most people use it for plastic, some for aluminum cans, but in most places I don't think color coding is enforced.
