You shouldn't be anywhere near a wild animal, especially a fox; they are known carriers of rabies. If you don't know how to attract them you surely don't know how tohandle or care for them ... leave them the f@%# alone.

When I was 6, on my walk to and from the bus stop, up our driveway, about 3/4 of a mile, there was a fox den. Every spring there they would be kits romping all over the den.
I don't know why you want to attract them but . you have to find the den . and then be very quiet, very patient, and disapear. Otherwise, they will never, never, trust you.
I hope you don't want a pet. Or don't want to hurt them. For there are many mysterious stories about the nature of foxes.
Why are you trying to attract them? Maybe you should explain that before you get railed by people who will assume you're trying to hunt them or keep them for pets.
If you want a pet fox, there are people who breed "fennec foxes" which are a domesticated breed of desert fox. They are quite adorable and if you check around with humane societies you might even find one to adopt. Search the web for animal shelters or breeders. Wild animals are not pets.
If you want a snack, I would advise against eating fox kits. They may have rabies or other diseases.
It's natural for us to bond with nature, not so much for nature to bond with us. I wouldn't suggest trying to get them to trust you. This can lead them to trust some other human who doesn't know it's 'tame' and can cause the animal great harm, or death. Get a dog and some binoculars.
