I get the "first" part...ha ha, but how do they collect, how are they cleaned? Seriously, because I want to buy an RV on ebay that's really simple, but this white plastic "thing", is it better or worse than going to a dump station, disposing of black water, etc?

I believe you just store it in the "thing" until you find a dumping station and hook up to it.
It might help if you told us what type, or brand of RV you are looking at. I have been full-timing it for about 28 years in class A motorhome and my tiolet is quite similar to a houshold one. Plastic, yes, and it dumps into a blackwater holding tank that I dump about once a week at a dumpstation, or the sewer when in a campground that provides full hookups.
