How can Homer work in a nuclear facility?
Answer:
Ok, other than the fact that it is a cartoon, the series is based on a community that is corrupt and absurd in all areas, all the way down to its "government". So, why not have a nuclear power plant as the "center of all existance" (including where anyone can get a job) in that city...and have misfits like Homer work there. If things can go wrong in Springfield, it will.

This is what comedy is all about. having characters panic over what normally could be a meaningless situation.
It's a satire - comedy -- really!
