WHy can't people just not throw trash in the trash cans and not in the oceans?

Because they are too lazy.
People have habits and we need to motivate them to change for the better.

but also much of the rubbish entering the oceans isn't from direct littering.

litter dropped in suburbs and cities enters storm water drains and flows in to the ocean. so people may not even realise they have littered into the ocean. also wind my carry it into waterways

i think the biggest problem however is ghost fishing caused by people dumping broken/tangled fishing nets in to the water . these nets can travel the oceans for decades killing fish and mareen life
