I would suggest also that you go prepared with information that would be convincing (but not pushy/demanding).
Well, you could write them a letter before supposing they don't have a recycling program or send a petition around the community. Another idea is to start spreading the word and get people in your town to unite under the cause. You could see if there is an existing group or club that is already trying to do this and join up.

Well there are things you can do to help reduce the amount of harm you are causing the enviroment, you can do this by offsetting your carbon on websites such as; www.co2debt.com . On these sites you are able to prevent climate change by funding ethical reforestation projects. I personally found that www.co2debt.com was the best site for this because of their strong relationships with other non-profit organizations. So I sugjest just help the enviroment by telling more people about this site so that they could help negate their negative effect on the enviroment.
you can get a recycle program started, first you should try getting a good amount of people involve, and try having different fund raising like every 2 weeks or at lease once a month cause that can bring in cash, and then try sending a letter to your major after you have gotten enough people in volve and enough cash so that way it would be hard for the major to turn you down.
