Paper.I rarely use trash bags in my can.I recycle so only empty cans go in there...
I sometimes use shopping bags, that aren't recyclable in my area, or use paper bags from restaurants that have grease on them and can't be recycled. Some whole foods carry biodegradable trash bags under the natural value brand.

You can buy bio-degradable trash bags, also called compostable bags.

you could use a washable plastic can. Just hose it off.
On the other hand, you could just reduce what you put in the can. compost your organic waste. newspaper, food, egg cartons, coffee grounds (including filter), and veggie waste makes great compost. Recycle all you can. Return plastic bags to grocery stores. Don't use plastic utensils or paper plates. I can usually get away with emptying the garbage every 3-4 days with a family of 4. you'd be amazed at what doesn't have to go in the trash.
Go to Home Depot or other hardware stores and purchase paper lawn bags. Or next time you go to the grocery store ask for paper bags and reuse them as garbage bags
