It's going to be hard because it's not true.
People are required by law to cut brush and dead trees back to the hundred foot line. The law specifically allows cutting brush, dead trees, and live trees up to six inches as you wish.
For live trees over six inches you need to submit a request that it's for fire prevention and not to improve your view (a common reason people cut trees). The Fire Department comes out and looks, and approves that.
Many people who lost their homes had paid no attention to the law to clear a hundred foot area.
