Depends. Bose has a headphone that does that so you can enjoy your CHOSEN music.
White noise generators are good for masking some noises, but I'm not so sure it'd help against those annoying boom boxes.
A friend of my dad's actually invented a muffler that canceled out engine noise using increasing frequencies, but dogs hated it.
The problem with the boom boom cars is the sheer power they put out. That's why there are noise pollution laws. Call a cop.
Or if you have a scientific bent, you could build a MASER, and burn out his driver coils!
maybe one of those spike things that the police use. That should put that car out of action real fast!
It cannot be done. But you can get noise-cancelling headphones, which are quite effectve, albeit rather costly. Bose makes a nice set for $300.

Yes. It a device readily available in stores now that measures noise levels. It is directed at the source and it tells the constable the noise reading and ta da. if the reading exceeds the permissible vehicle noise level the car is pulled over and a fine is issued. and in some express circumstances the vehicle is impounded!
Of course... your local authority has to implement nuisance noise laws. but that isn't such a bad idea is it?

That might be the best medicine...or earplugs. :)
