Now here is a great question. The way you put your question even seems to downgrade recycled material as "stuff".
Consider a newspaper made from 100% recycled fibre so it has been used possibly many times before and each time the fibre is reused it is cleaned of inks and any contaminants so we get a clean sheet of paper each time it goes round the circuit. Technically you can tell it is from recycled fibre by analysis and sometimes from the look and feel of the paper but its really of equivalent quality to "new" newspaper.
Now consider plastic items made from recycled plastics. The recycling process does clean up the waste plastic to an extent but because plastics are complex chemicals, if you get a mixture of plastics and if you get some other contaminants in the waste, it is not always possible to produce a recycled plastic item which is as chemically pure as an orginal. Doesnt mean to say it is inferior in every way but there may be uses more suited to recycled plastic and some uses more suited to new plastic.
Now consider scrap metal collected from many sources, sorted, cleaned and remelted into iron, aluminium and the other metals. Most cars are made of iron sheet. Globally there is a very high degree of scrap metal recycling as it saves a huge amount of energy compared to smelting the ore. Once iron or steel sheet is produced from ore, scrap metal or a mix of the two, you will not be able to tell the difference. It could be possible to see some difference in the exact chemical alloy but the recycled steel sheet is every bit as good and functional as steel sheet made from iron ore. When you look at a new car in the showroom, have you ever considered that the shiny new Jaguar could have been made from recycled wrecks and old coke cans? Few even think about it yet the industry already recycles close to 100% of available scrap metal and there is no question about poor quality.
So the answer to your question is not as simple as the question itself. Recycling waste into new products is beneficial because it reduces our consumption of new natural resources and it reduces the amount of waste we ultimately dispose of. The quality of "recycled stuff" very much depends on the mechanisms used to collect the waste and process it into usable material. For many materials there is no question over quality. For some materials, the recycled alternative may have some logical limitations as to its use but there are other uses for which it is perfectly suitable.
Most of the time I won't notice the difference. On occassion, I would say their inferior.
