call the county police. your neighbor is breaking the law and putting your health along with the other neighbors and kids at risk.
Contact your local Department of Toxic Substance control. Stripping wires in this manner is extremely dangerous and is a huge risk to the ground water table as well as the air quality. I recommend that you report this to the police and to the Fire Department.
What he is doing is not only dangerous but there may be something more serious going on.
People often steal copper wire because it is valuable as a recycling material.
The police need to check to see where he is getting this wire and make certain that he even has the right to posess it.
Next, if he owns this material legally, the Fire Marshall needs to make certain that your neighbor complies with all fire safety regulations, all hazardous material and air pollution regulations and all City, County, State and Federal laws.

I do presume you have gone to ask him to cease and desist and been rebuffed? Sometimes asking politely will alert someone that there is problem that had not been realized.
And you may want to notify the police anyhow because the wire might have been stolen. I had a theft of a house drop years ago!! And a radiator off an old truck in the yard! Theft of copper is rampant. And the more who are caught and punished, the better is is for honest people.
