No. However, it can affect some places more acutely than others when it comes to atmospheric influences as the atmosphere isn't uniform. But, think about one of the properties of water though. It rises to it's own level and spreads uniformly in whatever container it's in. So, as ice melts and creates more water, all the oceans rise as they're all connected. in China 2 desserts are meging and there is a new horror season of Duststorms ,900 villages are buried under the sand
all of this will affect countries who are relying on some of their food from these third world places ,so the Climate change will get them anyway .but it will hurt their pockets as food prices hit the roof.
