Illegal dumping??

As a police officer I can tell you that I hate those calls. I have to fill out reports, watch the videos, and worst of all, I have to go through the trash to see if the idiots dumping it left anything to identify themselves. I have yet to find a bag that did not contain old mail, bills or reciepts that identify the dumper. And when you see them on video, they always lie and say it wasn't me. Everybody has a twin brother or sister. I just write the ticket and let the judge sort them out.
The funny thing about laws is that, if they didn't intend on catching people, they wouldn't have made a thing illegal. If anyone had written your friend's plates down, your friend would have already received a visit from the local gestapo. However, there can be lag time for such a trifling offense. If you and your friends don't find yourselves spending quality time with "the Man" in the next ten days, then you probably made a clean getaway. Think much more carefully about what you do and the possible consequences. 90 days in the city or county lockup because you're too lazy to dispose of your garbage properly isn't really the best use of your time.
That's not enough to charge your friend. The police could come by and ask you or your friends questions, just say you don't know anything about it. The burden of proof is on them.. If they have video you have problems then.
People have dumped trash in the dumpster that I have for my business, and in my parking lot after the dumpster is full.
I installed a video camera and photographed the individuals doing the dumping and sued them in small claims court and won.
