Because there are still millions of 'old' houses usually occupied by people who cannot afford to have double glazing fitted, and the cost if the Government paid for it would have the Tax-payers baying for their blood very quickly, we have the situation we do.
If it bothers you, Why don't you pay for 'Old Mrs Jones' house down the street there, to be done? I would but I can't afford it either!

Yes it will save energy. Millions still ahve single glaze windows because it is really expensive to have a house retrofitted. I was able to get a zero-per-cent interest rate on my window loan through the local power company, but I still had to pay out $2000 from my own money to cover the amount over the maximum loan amount.

Absolutely...the reason people still buy inferior products is because of their lack of information and the cost. If you get a Low-E, double-glazed window w/an Argon gas between the glazing things get even better for your wallet from month to month.
Double-glazed windows keep the cold out in winter, and the cold in during summer. Because of the gasses like argon in the space, heat and cold do not go through easily.
In California you must use double-glazing on new homes, and when remodeling-
i think it does, because it cuts down the draughts, there is still lots of single glazed properties because people cant afford to replace there windows,
