Is there any Compact Fluorescent Light bulb with good light quality?
Is there any good quality energy efficient light bulbs?
Answer:
Yes. You don't want bulbs marked "daylight" or "natural". Look for ones marked "warm white" or "soft white".
They may be rated in "Kelvin" or "K". You want 3000 or less. 2700K is good and easily available. See:

In New Zealand, the Consumers' Institute tested 8 CFLs:
- Allume
- Ecobulb
- Elite
- Falcrest
- Luxtek
- Osram Dulux EE
- Philips Tornado
They recommended the Ecobulb and Philips Tornado.
These 100W-equivalent bulbs produced respectively 29 and 21 percent more light than a 100W incandescent lamp.
I just bought 5 of the GE brand bulbs, and really like them. They are dim initially (like any other fluorescent bulb), but brighten in 20 seconds or so.
Box of 5 = $13
