I am in New Hampshire,but I've also lived in Massachusetts and Maryland.
At grocery stores you have the option of paper or plastic bags. Up until a few years ago, they would ask if you had a preference, now they generally give you plastic unless you ask for paper. Now some stores are offering canvas bags that you can purchase and reuse every time you come to do your shopping. Some stores (generally those considered "discount" grocery stores) require that you either bring your own bags, or they charge you for the plastic ones.
In shopping malls, it really depends on the store in which you are purchasing. Some provide plastic bags, while others provide paper.

Stores have both paper and plastic, but when you ask for the eco-friendly, re-usable bag they'll give you plastic. What a joke!
