They do already build beautiful man-made mountains, like the one at Maple, Ontario, Canada.
The harder thing is removing mountains, to let through people etc.
Even an atomic bomb won't do it, or else America would open a path from the prairies to the sea, letting in west coast rains to energize useless deserts like Death Valley.
It might be a great idea to bury big city garbage in man-made mountains. Imagine the capacity!
Of course powerful volcanoes can (and have) "build you a mountain", all the way from the bottom of the ocean to the point of creating a mid-ocean island.
The actual hight or a hill to be classed as a mountain is 1000feet. I guess if you build a mound of earth this high the government will have to accept it as a mountain
