In 2006 a Documentary with the title, "Who Killed the Electric Car?", was released. It told the history of the EV1, an electric car developed by GM, but who's production was soon halted, despite an albeit small group of consumer protest. Furthermore, those who had purchased the EV1 didn't really own the, as they were leased. And when GM decided to stop production, they also decided to demand return of the cars, and absolutely refused to allow a customer buyout of the cars they were currently driving. In fact, the cars were took by force, and despite the fact that they were completely drivable, reliable cars, each and every car was destroyed in a car crusher. This raised many eyebrows, and the protest (and questions) increased.
Who did kill the electric car? There are several suspects in the line-up. Among them; government, who stifled an air quality provision in California, Oil companies, who had much to lose, the consumer, who didn't in mass buy the cars and instead embraced the SUV's, developers of the Hydrogen fuel cell, the car manufacturer's themselves, I suppose for the noted cost of developing an entire new fleet of cars because of the expected eventual turning away from gasoline powered engines, and other groups.
It really is a shame, because the EV1 was the best answer to high mileage/low emissions transportation, which the currently offered Hybrid vehicles don't come close to.

They're making the electric car again! But as someone mentioned before, the movie Who Killed the Electric Car is extremely helpful. Basically the managers of GM never really supported the project with funding and publicity. Also, oil companies were against the electric car.

I don't know if you could find specific names, but definitely look into the management of GM at the time because they were the ones who recalled the electric car. The government was also not supportive, and names may be Alan Lloyd (California Air Resources Board) and he never really gave the electric car a chance. Dick Cheny, Condelezza Rice, and Andrew Card also influenced the death of the electric car.
