maybe you'd get a fine but probably nothing would happen besides there being more litter on the streets for sanitation workers to clean up.

If I saw you throw a candy wrapper in the street I'd tell you to pick that crap up. The last thing this world needs is one more person who is too lazy to walk over to a trash can.
If you threw a candy rapper on the street, he might beat you up. But, if you threw a candy wrapper on the street, you might get fined for polluting.

You will be chained to a pole and forced to listen to an endless litany of Hollywood celebrities bloviating about the environment. They will of course all arrive in private limos and travel to your location in private jets.
If you threw a candy wrapper on the street (people are already doing what you are doing) the candy wrapper will be blown in to the sewer which leads to the ocean and you will cause water pollution. That one little wrapper will create a big difference to the world. Not the good kind of difference but the bad kind.
P.S. I hope you get fined for littering. Thanks for making pollution worse. :P
