I think he's doing a great job as a political activist. If he were president, he wouldn't be able to devote as much time and energy into the environment as he is now. His main focus right now is environment, and as president, while he would have the power to drastically turn things around, he would have to focus on other issues that may force him to put environment on the backburner for a little while. A great president works on and makes a difference concerning many important issues, and does not focus on only one goal.

Define "effectively". If you mean conning the greatest number of people worldwide, it would have to be as President.
I think he would be more effective at tackling climate change if he were homeless. Then he wouldn't have that home that consumes 20x the average, nor would he be jet setting around to preach his hypocrisies.
He didn't do anything when he was Vice President for 8 years where he had the access to many powerful people and a bigger platform to send his message from. And he didn't do anything during the 10 years in the Senate to tackle global warming either.
He is just setting up PR for his attempt for another run at the Presidency.
As president, because in order to make sufficient greenhouse gas emissions reductions to avoid the worst effects of climate change (50-90% reduction by 2050) we need the government to institute a carbon cap and trade system. Relying on voluntary reductions by individuals won't make that kind of reduction. We need a president who will push for environmental change.
