You should remember too that the mortality rate among ducklings is very high due to predation. Gulls, dogs, cats, other shorbirds, crows, eagles etc. That's why ducks often have broods that are as large as 12-14 ducklings. It's no fun to see it, but it's part of the cycle of life. If it's plain old abuse of the animals then that's a different matter.
Unfortunately the likely answer would have been not to cut down so much of the environment where they had a safe existence, we can't undo what's been done, but we could do more to create places where they can rear their young instead of the places they've been forced to use. instead of building more condo's etc.
you can try to call your local wild life representative and ask them what can be done. maybe they can catch them and relocate them to a safer place. You can also try to post or handout some flyer's to help people realize that there are their and they deserve the right to live too.
I think for your ducklings, relocation is best, sounds like they just picked a bad spot to nest.
For smaller birds, we just need to build suitable areas for them to nest in low-traffic areas.
Shoot all cats! I'm being dead (pun) serious. Cats are the leading cause of mortality of birds. Cats kill things for fun and rarely eat them. I hate it when a cat comes into my yard, takes a birds, just drags it around then leaves it. I do not have any problem if a coopers hawk comes in and takes a dove except I have to clean up the feathers.
