Who's responsibility is it to enforce safety in an organization?

Is it the safety department?

Answer:
It is the responsibility of the individual worker to make sure that he is working safely. One should never take chances with safety.

Now, if a supervisor threatens a worker by forcing him to work in an unsafe manner, then the worker can report the supervisor to the safety department or senior management for action.
there will be safety department.but without other departments & employees co-operation it cant be done.so its a collective effort...
when we have the habit of shifting the responsibilities, the jobs are really not done. so it should be every ones' responsibility.
safety is everyones responsibility regardless of who you are
The "Safety Department" is NOT responsible for enforcement or any rules and/or regulations. The job of the Safety Department is to Monitor, Audit, review and Advise.

It is up to the company leadership (site level or corporate level) to take care of the enforcement.
