when your bin has been emptied, disinfect it.
make sure flies do not have access to food waste either inside the house or in your bin.
ohh thers this liquid called JEYS it comes in a tin can/bottle... its great for maggots in the bin n on the drive ... u can get it from local hardware shop! good luck .. or try domestos!
Wrap any left over food up rather than just putting it in the bin, in newspaper. Maggots dont like boiling water so that should kill em off with a bit of bleach (Ann at work did that last week she says) Do you have one of those wheelie bin cleaning firms there? They will industrially clean your bin every fortnight for a couple of quid and that should stop em too.
Use them for fishing and have a nice fish supper neg- to- pos
after cleaning you bin, chuck some jeys fluid or jeys bin powder in it then line with bin liner!
Maggots are 'orrible critters. Don't know much about them but found this on Wikipedia:

Give some bleach a try. Mix a couple ounces of bleach with a quart of water and spray the waste cans. That should take care of it.
about a week, fishing shops sell them for about £2. a pint, if not more,worth thinking about.
keep the rubbish in the bin with the lid closed. And dont throw so much food away!
Flies and maggots won't penetrate a well sealed plastic bag. Seal your waste fully, and wrap any sharp objects so that they don't split the bag. I do this and I've never seen a maggot in my bin yet.
First, spray pesticide on them. Then, wipe them away. Clean your trash with Lysol, and then cover it so flies can't come around and lay eggs.
In general the life cycle of a fly is about 19 days. However the eggs hatch into maggots in 24 hours! The maggots then munch away shedding their skins as they get bigger eventually turning into pupae before becoming flys again about 19 days after egg laying. Below is a great site with loads of stuff on maggots. Be warned it is chiefly concerned with the decomposition of corpses however. The secret with bins is to keep them clean and wrap up your waste food then make sure the bin lid is sealed so the flys can't get in. And don't let flys get on waste food before it goes in the bin. Boiling water will quickly kill maggots. Good luck
