DOES MOONSHINE e85 cut car emmsions?

yes and also arab oil dependcy

Answer:
Only if the car was designed to run on E85.

Ethanol is corrosive. If your vehicle was not designed for E85, you have a risk of causing some costly damage to your fuel system.

E85 vehicles have sensors in the fuel system to detect ethanol content. The engine management computer will automatically tune to run on E85. Gasoline vehicles don't have this capability and would not run well, possibly causing more emissions instead of less.
E85 does cut some car emmissions like NOx, carbon dioxide, and carbon monoxide.

E85 does provide a small net benefit in energy savings but not much and certainly not enough to eliminate arab oil dependency. Ethanol has numerous negative impacts: raising crop prices, corrosion on engines, increasing costs of fuel distribution, etc.

It's far from a magic bullet. The best thing to do is just drive less.
Beside having price effects on crops, ethanol does not necessarily cut co2 emissions significantly.

It depends on the resource from which it is taken. In the USA you need half of the energy later provided to extract ethanol from crops.
In Brasil only one eight is needed from sugar cane.
If using wood cellulid (not really industrialised so far) you need just one thirty-second part. --> This clearly cuts emissions!

Dependency on arab oil is not soignificatnly reduced at the moment. The market share of ethanol ist very low. A much higher market share can't be realised due to the limited land for crowing the crops and the price increase for food.

More interesting is the fuel cell car - not perfectly developed, at the moment.

To cut emissions buy a european or japanese or south korean car that doesn't guzzle as much as american cars. Buy manual transmission and don't use the air-conditioning to much. Turn your engine off when not using for more than 30 seconds.
Hybrid cars have some disadvantages, too!
