I thought I heard that scientists were worried because male fertility has been dropping. Nations were worried because their populations were going negative. Why do I still hear about overpopulation? Can't these guys keep their stories straight?
That is a tough question. One I don't see a clear answer for. There is really no "ethical" way to control overpopulation. That is my opinion though, I'm sure others have different views.
As in the movie Logan's Run, there is euthanasia, but if we destroy our elderly, there goes our history, and if we advocate abortion as a solution, there goes our future.
If we abort the unborn as a solution, we could be destroying the individual who could find the cure for AIDS, cancer, or various other diseases.
I wish I had a better answer for you, but as I see it, I don't think there is really an ethical solution.
Put a limit on how many kids people can have, allow more people to adopt children, and force people to only have children when they are in a relationship and then once they are if they leave that relationship they can't have children with someone else.
Perhaps once someone has a child they would be forced to go on birthcontrol or to the doctor to have things cut or tied off so they can't make anymore.

Well, there were 23 answers to read and it was the last one that tippy-toed around what I'm going to say. No one else even suggested it. The United States is currently involved in an "ethical" population control. Open warfare has always been the first choice of the "ethical" Now the Black Plague had nothing to do with "ethics", so I can't cite disease. It's the word "ethically" in your question that is so intriguing. War is the only answer that fits, and it can be trusted to reduce the population, especially of the most reproductive age groups.

Late marraiges are thought to be one solution for that and for that Female education is the biggest contributor.
But in my opinion, process will only lead to late marriages but will not provide the solution to problem. Instead, forcing people to use illegal means to satisfy their needs.
One solution that comes to my mind is that. let population grow at its pace. Nature has its on way to manage that like in an ecosystem. Increasing number of individual will lead to competition for resources and will put a natural check to population.
