I'm not for drinking sewage directly, but if it is properly filtered it can quickly and easily be added back into the regular water supplies. Raw dumping that some places do is an awful idea.
As for tips, you can buy a toilet now that has 2 flush tanks, one for pee, one for poop. The flush for pee uses less water than the flush for pee. This will eliminate most of the wasted water in your house. Think about how many times you flush, and how much water goes down the drain. A 2 tank system works best.
Otherwise you can put small bottles in the tank to make it lower-flow if it's an older toilet and you're not going to replace it anytime soon.
Also, one great concept is rain barrels. You put the part where your gutters empty the water from your roof into them, and they fill up. Then you can use that water to water your garden, even your law. Best of all, the water is free, 100% free.
Oh and you can get shower heads that use less water, but I have no clue where to buy those.

We can save water by using it during the PM hours--to avoid everyone using it during the hottest part of the day. We can use efficient sprinklers, sparingly. We can take quicker showers. We can have the low-water usage shower heads and toilets. We can wait until we have a FULL load of laundry (or dishes) to turn on the machines.
I think that the government has insisted (in some areas at least) on the low water toilets. I know that when there are water shortages, restaurants won't serve you water unless you specifically ask for it--this is usually imposed by government, as well.
No one I know is for drinking sewage--but not everyone can afford to buy bottled water constantly. In the summer heat, people can't be skipping too many showers--but they can make them as fast as possible. "Bad" water is already being used to water grass, etc. in public parks and city properties.
All fountains (the ones for decorative purposes) should not be on constantly. Of course, drinking fountains must remain on in the summer, especially.
Some people have said that they turn their shower water on to get wet--turn it off while lathering up--then turn it back on when ready to rinse.
Personally I dont believe we should count on the government to do anything. Typically any changes made by the government is made to line the pockets of someone else and not really to make a real environmental difference.
As far as what you can do at home to save water here are a few:
1: Fill up a liter botten with water and put it in your toilet tank (thats the tank in the back), this will save water each flush.
2: there is a great product out there for about $200 that will use your faucet drainage water to flush your toilet.
3: use a sistern at your home and save and store rainwater to use for irigation, or to flush toilets.
4: use permaculture techniques to harvest the rainwater on your property and use it to keep all of your plants and vegitation wattered year round so you do not have to irrigate.

Also, take shorter showers and close the water faucet while brushing your teeth.
One thing that you can do is take shorter showers. Every 15 seconds use about 1 gallon of water.
Make sure any bottles or containers are empty of water by crushing it down. My son learned in school that billions of gallons of water are wasted in land fills because people put lids back on bottles and leave a little water or fluid inside.
Please remember, there is no more or less water than there ever has been. The only way to create or destroy water is through nuclear reaction. There are, however, more things sucking it up and more pollution dirtying it. We need to concentrate on keeping it clean. The melting of polar ice caps is in fact not entirely bad. It is releasing more liquid water into the oceans. Keep water clean and useable for all.
Here are some ways you can conserve water...
1. Don't take long showers
2. Don't leave the faucet running when you brush your teeth
3. When you pour a glass of water don't drink some than dump it out drink it all.
4. When washing dishes fill up the sink with water and wash them that way.
5. Buy a water saving Dishwasher, Washing Machine, etc
There is absolutely no need for drinking sewage, at least not in a developed country. To save water, just cut back on the amount of water you use every day. Take shorter showers, don't water your lawn if rains coming (or at all), turn the water off while you brush your teeth, fix leaky faucets. I don't really think it is a government problem, unless government offices became more water efficient.
In the southern states, a majority of water is used for landscape irrigation. Therefore, to save water you should plant things that require less water. Also, people need to abandon the notion that their lawn needs to be beautiful green all summer long.
Yes, think before you use water. Don't just let it run down the drain while you're doing other things, i.e. brushing your teeth. Take shorter showers and use less water. No need to turn it on full blast, you'll get just as clean with less. Run your dishwasher only when it is completely full. Collect rain water for your outdoor and house plants. Being environmentally savvy can actually be a lot of fun.

Check for leaky faucets and install more efficient water fixtures.
Water you lawn in the morning and check your sprinklers for leaking heads and valves. Make sure they cover your lawn and garden, not the sidewalk.
