Wouldn't it be nice if cities could be certified with a "Permaculture Rating?"?

I like the idea of rating cities, towns and villages for the input that the local council puts in. So if they stopped planting annual bedding plants and planted perennial such as asparagus; which makes a lovely fern if not picked they would get one point? If they only planted native trees and fruit/nut bearing trees another point? If they recycle all of their own office waste and stop changing stationery for every change in Department Director (instead of using a sticker) another point. Like it.
As to financial incentives? Well a Permaculture lifestyle has enough of those built in already. It is a lot cheaper to be green anyway. Particularly if you use Permaculture methods to grow your own food, harvest water, interact with the community etc.

your question brings up an observation... JUST an observation. here in the states, many of the 'good ideas' discussed here on YA are already being implemented. states like washington, oregon, minnesota... but you seldom see any mention of any interest in many of the other parts of the nation. what exactly is it about certain parts of the USA that make them more open to 'green' ideas? just curious...
