Air Pollution? Cars that have black smoky emissions; What can I do?

You probably can't do much about what they do, but you can reduce your own. Try carpooling, public transportation, or walking when you can.
To offset this gross display of pollution, you could go home and not drive for 7 days. That should do it.
there is little you can do about the emissions of others. just try to do your part to make it better in hopes of canceling them out.
You should try to start a program were you give tips to people about how to not pollute. If not contact a big environment organization to help your city.
To protect the earth from global warming, you should congratulate that person.
He is helping the environment 2 fold.
1) The black sooty pollution is contributing to haze which is blocking solar radiation.
2) His exhaust is in particulate form which means his combustion is not efficient and not producing CO2( a green house gas) thereby not contributing to global warming.
It could be that the car in front of you hasn't had a smog test for tons of years!
