Simply put, "Heaven on Earth". What ever you think perfection combined with peace is, in terms of an area you live in, that's utopia.
A Utopian is just some who wants the best for everything and everyone on this Earth, be it a good environment, or good educational system, etc., at least in my own backyard.
If someone calls you a Socialist, or accuses you of being a Green, or a Libertarian, etc.etc. You can reply, "No I'm a Utopian".
