Most cities have a hazardous disposal site for dangerous liquids, electronics, batteries, etc.
Take it to a Wal-Mart and leave it at the service desk to be taken to claims as flammable waste.
They have a hazardous waste disposal program in all their US and UK stores.
Why would you want to dump alcohol?? Drink it! That stuff is good for the soul.
you can throw it to the drain, alcohol is a polar ( highly water solluble) substance that will not harm the enviroment in the sewer or the water treatment system, that will not happen with oil aor other non polar sutances that tend to harm and will not disolve.

either let it evaporate or bump it down the drain the flamability won't matter once it turns aquious (in solution of water) according to RCRA the flamibility is the only thing that makes it a haz-waste
Alcohol is usually denatured by adding methyl alcohol. Drinking this can cause blindness and even death.
If the quantity is small one can use it in a spirit stove and make coffee. It can be flushed down the drain as it is water soluble and safe in sewers. One can sprinkle it on a bare patch of ground and allow to evaporate. Just leave in a tray to evaporate. Not recommended if pets and kids are around.
Try one of the newer water based cleaning fluids and avoid the alcohol.
