Is a Recycling Symbol (a triangle sign) on bottles, which do not have a RESIN number, also reusable?

I learned that bottles with RESIN number below "5" release cancer-causing chemicals...

Not really. It means it can be recycled in special facilities (like the factory that made it), but most public collection and recycling facilities in North America only take #1 and #2. Some countries, particularly Germany, try to collect and recycle most coded types.

Also, some lingo rules:
Recycle = returning it to the technical process that generated the material.
Reuse = filling an empty water bottle with tap water.
Repurpose = using an empty jelly jar as a drinking glass.
Where I live in Ontario Canada, we can put plastics in our recycle bin that cover code number 1 through 7. Check with your municipality on where you can take your plastics for recycling if your 'blue box' program does not cover many grades.
