Where can I properly dispose of compact fluorescent light bulbs (CFLs / spirals)?

Some local councils do a special collection for these things. Otherwise you can take them to the council rubbish tip where they have a special area you can leave them.
Hopefully you have a hazardous waste place to take your bulbs...in my home we have a coffee can in our garage where we keep bulbs and batteries for a one time trip to the hazardous waste site..it is an interesting question..here in Canada they have made the fluorescent bulb mandatory by 2010 and have yet to even inform the public of the bulbs hazardous qualities...Our member of parliament, Colin Cary's office has no idea either, they did not even know the bulbs contained mercury...funny, the Canadian governemnt did not even realize that 90% of the energy waste of incandescent buldbs is heat and 80% of the year Canadians artificially heat their homes..the disposal?..in fact, here in Durham Region in Ontario they just put out a book telling people to place bulbs in the garbage and not the recycle bins nor take them to the hazardous waste site..with people like this organizing things we will be swimming in mercury before they wake up...I am impressed to see your question and I do hope it informs a few.I have been trying.
Its always best to recycle. You can contact your local solid waste company or go to www.lamprecycle.org to find out how to properly dispose of the CFLs.
Most towns and cities have recycling centers than you can take just about anything to them with in reason so it can be reused a new again.
Look it up on the Internet in your local town area that should help you in what you seek.
Many municipalities have a way to recycle fluorescent light bulbs.
It's more important to recycle the conventional long fluorescents, they contain 2-10 times as much mercury as a compact fluorescent.
If that's not available to you, just put them in the trash. Mercury buried in a modern landfill isn't really going anywhere. If you put them in a plastic bag it's even less likely.
Hide them in your trash like everyone else does.

yes local council do special recycle for these items lights car oil batteries clothes fridges computers our site in bishopbriggs is really good and if your a company for thses lights companies collect and despose of these safely there is a depot in glasgow north that does it
You can return them to the store where you bought them for proper disposal. Most of them last at least 5 years...so why are you worrying now?
Throw them in the trash.
