Does SEPA keep a watch on oil tankers going through the Pentland Firth?

Do they keep watch on oil tankers to see if they're cleaning the oil tanks out with sea water.

Not monitored directly by sepa but all traffic in that area is pretty closely watched. Report any indicidents of patches of oil coming ashore to sepa though. They can take samples of any contaminent and help trace offenders.
I am guessing, but surely they must. It is probably done by spot checks though.
Yes. The Pentland Firth is a notorious stretch of water and, being a busy shipping route close to the Flotta oil terminal, it's monitored closely.
