Do i need a licence to collect household appliences from peoples houses to recycle.?

In the UK yes you do, there are very strict EU laws now that prohibit the dumping of waste and that regulate how waste is recycled and where, so no-one can just go around collecting junk anymore, especially appliances as they need to go to licenced recycling sites.
In the U.S. I don't think so. People are happy to give appliances away just for somebody to take them away. Or even pay a small fee.
If you're not sure...call and find out. You wouldn't want to get into trouble.
You need state licensing and permits for the refrigerants and any other dangerous gases or chemicals, for how to safely recycle and dispose of. Probably have to have safety classes for HAZMAT also( handling hazardous materials.)
