Both are true. depends on the tree. some trees need more root water and will turn their leaves downward to aid the flow to the roots and some need water all over and will turn their leaves upward to cup the water.

Leaves turn upwards to grab the water .Proving trees are alive. Leaves that turn down mean they have not had sun in a while, and are trying to get sun, usually in a cloudy day.

In my experience, I've seen trees turn their leaves upward when they sense rain in the air (usually before the rain starts). It could be that some types of trees turn their leaves downward but none that I've ever seen.

I'm not too sure about that But my mimosa tree closes its fronds before a rain and I've always heard that in a drought pine cones will open up to catch water and close when they have had enough.
Note that the leaves turn based on the increasing humidity in the air - it's not magic.
