Why congress wants to pay attention to Mr Al Gore?

Because the idiot is so hyped by the media and the morons leading our country can't get away from their TV's long enough to make an intelligent decision. They let the media do it for them.
Because most of congress doesnt even deserve to live, especially the Senate. They feed off of popular opinion and since Gore got some stupid award at the Oscars he gets attention from Congress. I pity the fool that agrees with Al Gore. He uses more electricity than some small countries and he claims we are wasteful and causing global warming.

Because he's not really a politician anymore, and he's acquired quite a bit of knowledge on the major crisis of global warming.
