Unfortunately, Bangledesh floods almost every year. They have suffered almost 200 disasters since it gained independence in 1971 and 500,000 people have died as a result. It is build on low-lying land at the base of 3 rivers so flooding is a part of life for this country.
Most recently:
1992--500 deaths
1998--over 1,000 deaths!
2001--300 deaths
2002--250 deaths
2005--400 deaths
I do not have the death toll for past floods.
Currently monsoon rains have caused landslides that have killed almost one hundred people in the last few hours.
The flooding is reported to be the worst that it has been in decades. A number of people blame the flooding on Global Warming.
Other people say this is part of the normal weather pattern.
Whichever is correct, many people are frequently killed by monsoon rains flooding and causing landslides in this area.
From a policy making point of view the question then is what do you do about it?
If it is due to Global Warming the first question that comes to mind is whether or not you can stop Global Warming.
Global Warming has two compomnents, one from natural sources over which we have no control, and the other from green house gases emitted by human activity.
The component of Global Warming that is from natural sources beyond our control cannot be stopped.
The componenet that is from green house gases emitted by human activity would require that we shut down all of the economies of the world to make enough of a cutback in the amount of greenhouse gases to eliminate the component that is caused by human activity.
We do not have the political will or ability to shut down all of the economies of the world.
Many people also argue that it would not be fair to shut down the economies of the developing countries.
If you are not willing or able to shut down all of the economies of the world, including the economies fo the developing countries you cannot make enough of a cutback in greenhouse gas emissions to prevent Global Warming due to greenhouse gases emitted as a result of human activitiy.
Evidently we will not be able to prevent Global Warming.
From a policy making point of view what should we do so that we can live with Global Warming?
The first priority is to help relocate people living in low lying areas that will be submerged by rising sea levels.
The other alternative is to build dike systems similar to those in Holland to hold back the sea.
The second priority is to help build up the economies and manufacturing base of those countries that will suffer a decline in their agricultural production due to Global Warming.
With stronger economies those countries will be able to import food to support their populations.
