sometimes they can be casue by sap from tress especially this time of year...or pollen which has settled onto your car and stained it
it very well could be paint, but this time of the year especially in the southern U.S. people will find pollen counts to be very high resulting in pollen sticking on everything including your car, especially if it hasnt rained in a while
Sap.. stop parking under trees and the problem will go away.

Im almost positive its pollen, or maybe tree sap that has dripped onto your car from an overhead tree. best bet is to take a some clean water and a clean towell and spray and wipe. an old bath towel works great because it can hold enough water for the whole car.
it is just the "lemon" peaking out from under that cheap paint job on the heap you call your car.--- or maybe you just need to put down the bong..

Just kidding. It's probably sap or pollen, like everyone else is saying, but it could also be paint that someone splattered somehow or bits of egg or any of a number of other things. Pollen is the most likely theory.
If you really think it is some sort of paint (and not pollen or tree sap)... have you been anywhere near where road crews are re-painting lines on the pavement? This happened to a friend of mine several years ago.
