That is a very good point Cameron. President Bush began his first term supporting a number of environmental initiatives.
He seems to have got himself sidetracked with the Global War on Terror.

I know it may sound far fetched to you, but did you ever consider the possibility that he could have been lying to gain political advantage? Oh no, a politician wouldn't do that.
I saw something like this on CNN earlier today. It's not that Bush had to put environmentally stuff on the back-burner (no pun intended) after 9/11, but it's because he refused to. He never agreed to diverting money into research for alternative energy, but rather, he said that the country doesn't need to and also implied that Kyoto was bullcrap. Australia's drought, here we come!

First, Bush was Facing Gore, the Top Most Environementalist Evar. (lol)
Second, waste of money. The power you'd get from windpowered stations is insignifigant. Better to make more Hydroelectric Dams.
Details... well, water is denser than air and the flow of water often out powers the flow of air (epecailly in those dams) thus the energy gained by moving a windmill is less than you'd get from a dam... or you can use watermills.
But with the "lakes drying up" and all that BS looks like the future is wind.

Yes people actually liked George Bush when he first started out. I wish everything was the same as it was before 9/11 when the US took a big flipflop. I think President Bush should have gotten down to business on Wind power in the US. We should have more wind turbines in our country to generate electricity. Florida espeically. I remember that he didn't get real unpopular til his 2nd term.
