Answer:
Never.

Too many powerful people in too many governments and pseudo-governmental bodies been paid off or don't care or are biased racially or culturally.

Only a huge grassroots uprising would accomplish this, and too many people are still too comfortable, saying., "It won't happen to me."

The groups like Christian church groups will try, but not enough people support such anymore. Many churches now are tied up in politics and only give lip service to helping the downtrodden. Same way I have observed with other religions.

I hate to be discouraging, but folks simply do not, in large, care anymore; this is the era where folks are taught self-realization is the most important thing, closely followed by money and fame.
The developed nations have done many things to keep Africa and other poor nations from developing. The World Bank (large interest payments), restrictions on crops which can be sold to the European Market and this latest scam of Global Warming are used by the elite to keep the poor from ever leaving the dependence of the wealthy who continue to get richer at the expense of the poor.

Then they'll raise a few million off of the billions they have stolen and feel good about themselves when they hand out the crumbs to the starving people they created.

I have little doubt that if American businessmen entered the fray of this carbon credit Ponzi scheme that they would NOT get caught holding the short end of the stick.

Third worlders and developing countries would be pushed even further down the well of wealth inequality, and every stereotype of American greed would be demonstrated on the world stage, giving the haters that much more reason to despise this country and what we stand for.

Either way, thanks for the extra ammunition in combating this whacko scheme to "save" the planet.
