Who knows. Bush called for CO2 eission caps in the 2000 campaign, then reversed himself as soon as he took office. We've seen similar duplicity from a number of the GOP politicians.
I know the Democrats are no saints--but at least they've been consistant on this issue. The Republican party right now is simply too corrupt for us to trust any of them right now.

You cannot use the word "true" in describing a politician unless you are talking about corruption.
Ron Paul, just like most politicians will try to morph to the image that will get him the most votes. He will use "slippery" words that make him appear to support a cause, but that will allow him denial if things don't work out.
