Should the government pass laws for our enviorment?

Yes! The government is the only institution in all countries that has the power to legislate policies on environmental protection. The problem comes in the implementation of environmental laws specially in countries where graft and corrution are rampant. Also, when citizens are hardheaded and hostile towards doing their share of safeguarding their own well-being, the laws and regulations become insignificant. Really sad state.
They have. The Clean Air Act, Clean Water Act, Environmental Protection Act and many others already exist on the federal level, and many more on the state and local level. Learn more about this and lobby your representatives for additional laws you think we need.
they already have and do. For the most part plastic will never be outlawed because of it's multipurpose. Also the government isn't worried about biodegradable as much as how must it pollutes.

You mean MORE laws. There are so many already. Freon is illegal because it damages the Ozone layer. DDT is illegal because it prevents birds from reproducing. And many more.
